Projects are not presented as separate legal entities unless explicitly stated. Applications are separated only where a program permits project-level review or the eligible applicant is genuinely distinct.

1. Map each benefit to an eligible applicant and named workload.
2. Track activation, expiry, consumption and shipped output.
3. Keep unsuccessful applications from blocking eligible projects.
4. Do not duplicate benefits where provider terms prohibit stacking.
